PROJECT PROPOSAL

PROJECT TITLE: HOME- BASED CARE AND SUPPORT FOR ORPHANS AND VULNERABLE CHILDREN
1.0 PROJECT DESCRIPTION
Hubbard community- based and support center will be a center that focuses in providing care and support to the orphans and vulnerable children (OVC) in a home/family based context. It will also emphasize on empowering the families and communities socially and economically to a level that with dignity.
The center will be located in the community and is expected to reach between 150-200 OVC and over 50 families/caregivers. The project will emphasize on:
Enabling OVC to reach their full potential by providing material, social, spiritual, psychological support and care.
Keeping families together in a community context
Establishing community- based projects and coordinating structures to ensure sustainability.
Careful monitoring and evaluation and recording in order to facilitate growth (replication) of the programme.

2.0 PROJECT DETAILS
MISSION STATEMENT
To enable orphans and vulnerable children (OVC) reach their full potential by providing material, social, spiritual and psychological support.
VISION STATEMENT
A society in which every child is celebrated as a unique and valued creation of God and is encouraged to fulfill his or her potential.
GUIDING PHILOSOPHY
The philosophy and endeavors of the organization shall be based on the reality that every human being is a unique individual and that we all have a right to good health and basic needs and should access means to a comfortable life in one way or another.
CORE VALUES
Equity for all: God made all people equal; this organization will be committed to a development process that promotes equality.
Right and dignity for all: The organization believes in and will strive to uphold the rights and dignity of all people especially in rural communities.
Institutional partnership: The organization welcomes and respects ongoing international initiatives and national policies to take care and give support to vulnerable children and help disadvantaged people fight poverty, ignorance and diseases such as HIV/AIDS, malaria and other diseases. Our activities will be unison and collaboration with other stakeholders.

GOALS AND OBJECTIVES
There are two major goals for the project and specific objectives within each of the goals.
Goal # 1 – To provide home-based support and care to orphans and vulnerable children (OVC) with an emphasis on living in a family/household context , and enjoying an acceptable standard of material, social, spiritual and psychological support and care.
Objective #1.1 – To cater for schooling needs and materials for the orphans and vulnerable children
Objective #1.2 – To provide financial support to families/ care givers of OVC to supplement on what they have for basic needs (food, clothing and other necessities).
Objective # 1.3 – To provide healthcare support for the orphans and vulnerable children

Goal # 2 – To provide means of economic and social empowerment to the families taking care of the orphans and vulnerable children.
Objective #1.2 – To initiate income generating activities within the communities to increase household income for the families caring for the OVC
Objective #2.2 – To establish financial schemes, loans to families and other micro-enterprise development system for the caregivers taking care of the OVC.
Objective #3.2 – To create awareness to the communities and the outside world, the need to protect and support the vulnerable children and orphans as well as protecting their rights
3.0 BENEFICIARIES
There are two different primary beneficiary groups for this project. The first beneficiary groups are the OVC within the communities. This beneficiary group is represented in the project objectives for Goal #1.
The second beneficiary group is the families/ caregivers of these OVC. This beneficiary group is represented in the project objectives for Goal #2.
4.0 METHODS/STRATEGIES
The primary methods/strategies for achieving the goals and objectives of the project will be:-
1. Establishing an office: This will become a focal point for administration purposes. It is where all the activities will be coordinated from and all information and project records kept.

2. Creating data base: This involves taking case history/family background for every child and the family for filing. The information include, the number of OVC each family supports and takes care and their current living condition including a recommendation letter from the chief (a government representative at the community level) or from the church leaders. This will help us understand the urgent needs of each family and give support where necessary, giving priority to education and basic needs depending on the available funds.

3. Initiating income generating activities for the families supporting and caring for the OVC. Families will be organized into groups ten (10), there after initiating income generating activity for each group. Part of the money collected from these activities will be given to these families to take care of their basic needs as well as the OVC under their care. Another part will be saved for the sustainability of the project. These activities will be carried out by these group members under direct coordination and supervision of project director and field officer. This will help to cut down the cost of hiring of extra human resource.

4. Psycho-social support to infected, bereaved and other affected members of the society to help them cope with demands of either living with HIV/AID or with deaths occasioned because of HIV/AIDS. Capacity building for the members shall be very necessary i.e. group cohesion and spiritual retreats for the members. Seminar workshops will be conducted for the member through selected topics.
5.0 STAFF/ADMINISTRATION
To plan, implement, monitor and evaluate a project, besides other resources, human resource is very crucial. Therefore for the effective implementation of this project, two fulltime staff will be employed and three volunteers who will help in coordinating activities within the communities. However, the director may outsource the services of accountant and consultant if need arises that may require such services for a period of time. Although, there would be need of fulltime services of these position especially that of accountant as the project grows.
The two fulltime project officials include:-
Project director: – Responsible for hiring project staff, overseeing project development and operations, establishing and maintaining links with government agencies and donor partners. The project director will be DAN OMBIJA (author of this proposal)
Field officer: - Responsible for colleting entry data regarding OVC and their families/caregivers, developing working relationship with formal and informal community leaders and other opinion shapers, monitor the progress of project activities carried out by the families/ caregivers as well as the progress of children in schools and homes/households and reporting to the director.
Governing Board: - This will be an independent body, made up of community leaders, church leaders as well as government representatives. It will be an oversight authority that oversee the operation of the center and provide feedback to the project director on center policies and operations. Board members will not be involved in the day- to- day running of the project activities, however, they will meet ones after a while to deliberate on the matters concerning the project and its operations, during which they will be paid some amount in terms of sitting allowance. This body will give the project acredit and ensure that its operations are overboard.

6.0 PROJECT MONITORING, EVALUATION AND REPORTING PLAN.
As part of any project management, the activities of this project should be monitored and evaluated regularly to know the progress of the project or to take prompt corrective measures when any problem occurs. The project activities will be monitored in strong and close collaboration with all the stakeholders i.e. the community leaders, government representatives and the families/ caregivers. The activities will be monitored and evaluated through conducting review meetings with the stakeholders, visits to homes/households and schools. The project director and the field officer to be employed will be responsible for coordinating, planning, implementation, monitoring and evaluation of the day-to-day implementation of the project activities and other stakeholders will provide technical support where necessary.
Quarterly and annually reports will be prepared and sent to the donors, financiers, well-wishers, concerned governmental agencies, and other stakeholder about the progress, challenges and areas that require improvements and necessary changes.

PERSONAL PERSPECTIVE
For the past five (5) years I have had a strong concern for the orphans and vulnerable children in the community where I come from and even the beyond. This is the area where I was born and raised. Through my experience as an evangelist and wide interaction with community members and their leaders, I have come to learn that it is possible to alleviate the problems these children and their families/caregivers undergoes through a well designed and meaningfully focused home-based support and care. Again the experience I have had with the orphans in school/orphanage and the recent consultations I have had with various professionals especially in community development and empowerment, have given me a lot of insight and convinced that home-based support is the key to solving the problems these orphans and their families/caregivers face in their daily life
The situation has been that one orphan is taken from a family of may be five (5) children to orphanage or institutional care leaving the rest in the hands of extended families or caregivers with no support and means of living, this brings a bout disparity in the families.
Research suggests that the most powerful way to support and care for the orphans and vulnerable children is to integrate them in a family/household context.
This project will focus on the empowerment of families/caregivers and the community socially and economically to be able support and give adequate care to these needy children. The project will occur in a local community close to where these families and young children are living. Further, the project will build upon government policies on home-based care and support for OVC.
I believe when we join hands together, and then we will change the lives of these needy children and their families/caregivers for better future, and that they may experience the love of God through us.
